Allyna Bay

Allyna Bay has been a committed employee of the Town of Gilbert for nearly 25 years, with 22 of those years dedicated to public safety. At the Gilbert Police Department, Allyna supervised in the 911 Dispatch Center, working in close collaboration with dispatchers, 911 operators, officers, and command staff to ensure the safe delivery of law enforcement services to the community. Her tenure was marked by numerous leadership initiatives, such as developing and providing active shooter response training for communications professionals from across Arizona and New Mexico, crafting Arizona’s communications protocols for the Child Abduction Response Team, and creating what is now known as the Bring Me Home Program in Gilbert. This program plays an important role in reuniting community members who may be lost and are unable to communicate where home is.

In 2016, Allyna left law enforcement for a position within Gilbert Fire and Rescue. In that role, she guided the department to accredited status, managed the departmental budget, collaborated on special projects, and led strategic planning. The Fire Department provided Allyna with the opportunity to develop leadership skills outside of the critical thinking necessary for emergency response, with a future-thinking mindset that frequently challenged her co-workers to consider “why not” when contemplating solutions to problems and challenges. This position also enabled Allyna to expose her son to the fire service, and today, she is also proud to call him her co-worker as a Gilbert Haz Tech Firefighter.

In 2021, Allyna was promoted to the Town Manager’s Office, where she serves as Assistant to the Town Manager. In this capacity, she also leads the Town’s Emergency Management Division and spearheads efforts to coordinate fiber broadband delivery throughout the community. A significant point of satisfaction with this role is the ability to continue contributing to multiple public safety projects by serving as a liaison of the Manager’s Office.

Allyna graduated from Carl Hayden High School in Phoenix, AZ, in 1992. Her academic journey led her to earn a Bachelor’s Degree in Public Policy from Northern Arizona University and a Master’s in Public Administration from Park University. She is a proud graduate of Gilbert Leadership Class 28 and also serves on the non-profit board of Gilbert Sister Cities, an organization dedicated to promoting cultural understanding. These deep connections to her community reflect her commitment to fostering a more inclusive and understanding society.
